The U.S. Military Academy at West Point
Lieutenant General Steve Gilland commissioned into the United States Army upon graduation from the United States Military Academy in 1990. As an Infantry Officer, he has served in a variety of tactical assignments in Air Assault, Armor, Mechanized Infantry, Ranger, and Special Operations units.
Superintendent's Staff
The Command Sergeant Major is the senior non-commissioned officer at the United States Military Academy. Among his many responsibilities, he is responsible for the professional development of the non-commissioned officers assigned to USMA and helps with the management of the enlisted soldiers stationed at West Point.
The Office of the Inspector General (IG) is responsible for inquiring into and periodically reporting on matters affecting mission performance and the state of the discipline, efficiency, morale, economy, readiness, and esprit-de-corps of the West Point community (including USMA, US Army Garrison - West Point, US Army Garrison - Fort Hamilton, and tenant units) and to perform other duties as may be required by law and regulation or as directed by the Superintendent.
The USMA Chaplain is responsible for ensuring the free exercise of religion for the West Point community. This takes place through a variety of worship experiences, small group development, and one-on-one counseling.
The Office of the Staff Judge Advocate (SJA) is responsible for providing legal guidance and advice to the United States Military Academy's (USMA) Command, staff, faculty, family members, military retirees, and USMA cadets.
The Senior Advisor for Character helps oversee character development at West Point and ensures the integration of character into the academic, military, and physical programs.
The Chief of Staff at the United States Military Academy (USMA) is responsible for the synchronization of planning, organizational structure, and resources to execute the USMA Campaign Plan. The Chief of Staff provides oversight and guidance to the USMA Staff, supports the operations of subordinate organizations, and synchronizes resources assigned to the West Point enterprise to support and protect the USMA and West Point Community.
Headquarters and Headquarters Company (HHC) provides personnel support for the USMA staff and faculty to ensure unit readiness and their continuous ability to build, educate, train, and inspire the Corps of Cadets.
The Secretary of the General Staff (SGS) coordinates command group operations and is the key advisor to the command group for administration and staff action management. SGS is a key advisor to the Superintendent for administrative matters, including quality assurance, coordination and execution of all staff actions, and policy letters of the Superintendent. The SGS tasks elements throughout USMA on non-operational tasks generated by the Headquarters, Department of the Army (HQDA) and maintains tasking continuity using the Enterprise Task Management Software Solution (ETMS2).
The Office of the Adjutant General (G1) is responsible for providing human resources support to West Point including administrative services and military personnel support, including strength management, as well as retirement, retention, personnel processing, records management, and casualty assistance reporting services.
The Directorate of Operations, Plans, Training, Force Protection, International Affairs, and Security Cooperation (G3) is responsible for the planning of operations and training at the US Military Academy.
The Logistics Directorate (G4) is responsible for the logistics and supply operations at the US Military Academy.
The Office of Strategic Plans and Assessment (G5) supports and integrates strategic planning, policies, governance, and assessment to promote institutional effectiveness and the accomplishment of the Academy's mission.
The Directorate of the Chief Information Officer (G6) is responsible for managing the U.S. Military Academy's information technology environment and the West Point Research and Education Network.
The Finance Directorate (G8) is responsible for the budgeting, resourcing, and financial management for the US Military Academy.
The Public Affairs Office (PAO) is responsible for handling external communication and media relations, internal command information, and community relations and engagement for the US Military Academy.
The Office of Data & Analysis (ODA) is responsible for developing and overseeing the data and data management systems necessary to empower leaders at all levels to make data-informed decisions, minimize USMA's risks related to data, and underpin critical unstructured decisions.
The Directorate of Academy Advancement (DAA) is responsible for liaising with the West Point Association of Graduates (WPAOG). DAA helps manage private gift funds donated to the Academy and coordinates alumni activities and special events.
The Protocol Office is responsible providing support and guidance for every aspect of both protocol and etiquette for the United States Military Academy (USMA), its Superintendent, and for all subordinate directorates.
The USMA Command Historian is responsible for advising the Superintendent on historical matters relating to West Point; documenting the Academy's history; providing historical perspective as needed and supporting the Army Historical Program through the collection of historical documents and artifacts.
The Military Equal Opportunity Office (EO) is responsible for formulating, directing, and sustaining efforts to ensure fair treatment for all soldiers and civilians based solely on merit, performance, and potential in support of readiness. The EO office also plans and manages EO-related observances, command climate assessments, and annual EO training for West Point.
The Office of Engagement and Retention synchronizes and leverages academy engagement and retention efforts that focus on attracting, hiring, retaining, and developing an inclusive and cohesive staff, faculty, and Corps of Cadets; and engages West Point organizations, DoD, Army partners, and the external community in support of West Point's mission to build, educate, train, and inspire leaders of character serving in our culturally diverse Army.
The USMA Safety and Occupational Health (SOH) Office is responsible for advising the Superintendent on SOH matters pertaining to West Point; developing and implementing the USMA Safety Program; coordinating and integrating with other SOH, Occupational Health, Industrial Hygiene, and Fire and Emergency Services personnel.
The Sexual Harassment Assault Response & Prevention Office (SHARP) is responsible for overseeing the Academy's programs focused on the prevention and elimination of sexual harassment and sexual assault.
The Integrated Prevention Advisory Group (I-PAG) is the Army’s primary harmful behavior prevention workforce. The I-PAG supports policies, programs, and practices intended to increase protective factors, build positive organizational environments, and prevent harmful behaviors that support the safety, health, and well-being of cadets, Soldiers, civilians, and their family members.

As the 15th Dean of the United States Military Academy, I am honored to serve alongside talented and distinguished staff and faculty as we prepare leaders of character with the critical-thinking skills to live and lead honorably and demonstrate excellence in a complex world. I am immensely proud of the breadth and depth of our Academic Program, which challenges the cadets and inspires their unique intellectual pursuits across 36 Academic Majors.
Dean's Staff
The Vice Dean for Academic Affairs is responsible for overseeing the academic curriculum, faculty development, and academic assessment.
The Associate Dean for Strategy and Initiatives plans, monitors, and facilitates processes that assess and continually improve the quality of the Academic Program and oversees the implementation of academic strategic plans, policies, and guidance that ensure the Directorate is postured for the future.
The Associate Dean of Curriculum and Assessment is responsible for managing academic curricular changes and updates, as well as the assessment of our academic programs.
The Assistant Dean for Assessment and Curriculum is responsible for monitoring and coordinating academic assessment programs and assisting the Associate Dean for Curriculum and Assessment.
The Associate Dean for Faculty Development is responsible for building a community of educators, scholars, and leaders through establishing and enabling events and programs that support faculty in their pursuit of excellence in the five domains of teaching, scholarship, Cadet development, faculty development, and service.
The Director of the Center for Enhanced Performance is responsible for the supervision and integration of the Academic Excellence, Performance Psychology, and Athletic Academic Support Coordinator Programs. Oversees all RS Courses (Student Success, Reading Efficiency, Information Literacy & Critical Thinking, and Mental Skills) as well as the Cadet Tutor Program and AIADs in performance psychology. Contributes to cadet wellness, diversity and inclusion, minority retention, high-risk cadet intervention, and concussion care programs.
The Director of the Center for Faculty Excellence, in close cooperation with the Associate Dean for Faculty Development, is responsible for providing programs, services, and opportunities that support USMA's faculty members' continued growth as educators, scholars, and leaders. The Associate Dean for Talent Strategy coordinates diversity and inclusion initiatives across academic departments and synchronizes with the USMA Chief Diversity Officer.
The Director for the Human Research Protections Program is designated by the Institutional Official (USMA Superintendent) to ensure that USMA fulfills its responsibilities under the issued DoD Assurance to conduct human subject research and oversees all aspects of the Human Research Protections Program.
The Librarian and Associate Dean for Library Operations is responsible for coordinating library operations and strategic vision for academic information support.
The Vice Dean for Engagement and Research is responsible for providing strategic vision for and support of the Directorate's engagement (with military, academic, and industry partners) and research activities.
The Associate Dean of Research is responsible for the promotion and oversight of the Academy Research Program, including the planning and execution of Academy-level research/events/symposia/conferences/visits, research funding acceptance and execution, partnership and technology transfer agreements, research compliance, and external partner liaison and engagements. Also serves as the Academy's Office of Research Technology Application (ORTA) and the Authorized Organizational Representative (AOR) for grant proposal submissions to external federal granting agencies (e.g., grants.gov, research.gov, etc.)
The Deputy Director for Research Outreach is responsible for external partner acquisition and management, planning and execution of Academy-level research events (e.g., Projects Day)/symposia/ and visits from outside partners, and for research-related external communications.
The Deputy Director for Research Administration is responsible for pursuing, tracking, and managing agreements with external research partners throughout the Academy enterprise. Serves as primary POC for USMA faculty as it pertains to research funding and collaboration (e.g., competitive research grants, CRADAs, and cooperative agreements).
The Associate Dean for Engagement is responsible for facilitating awareness and support for the Dean's initiatives and partnerships.
The Associate Dean for Communications is responsible for the development and implementation of the Academic Program’s communications strategy. The ADC synchronizes external communications for the Dean of the Academic Board and Academic Departments and Centers. This position also serves as the liaison between the Academic Program and the Academy’s Public Affairs office.
The Vice Dean for Operations is responsible for directing all operational aspects within the Dean's directorate including operational planning and coordination, strategy, personnel allocation, and specific deployment of resources in support of operational objectives. VDO coordinates with other Directorates and headquarters staff agencies to ensure the Academic pillar of West Point remains stable and supports the Military and Physical pillars when required.

The Associate Dean of Academic Enrichment (International Intellectual Development Division) is responsible for oversight, management, policy, and programs related to Cadet Internships, Study Abroad / Semester Exchange, Four Year International Cadets, and the West Point Scholarship Program. Works closely with Dean's Staff, Academic Departments, and outside agencies and offices in support of referenced programs. Advises the Dean on issues with international components.
The Deputy Associate Dean of Operations and Registrar Services (Registrar) is responsible for a wide variety of cadet, graduate, and academic faculty services. Working in coordination with other Dean’s Staff, USCC Staff, USMA Staff, and DA/DOD agencies, the Registrar strives to provide the best academic support possible at all times for cadets, staff, faculty, and graduates.
The Deputy for Operations and Registrar Services (Deputy Registrar) and the Director of Academic Advising are responsible for a wide variety of cadet, graduate, and academic faculty services. Leads the Academic Counseling program and coordinates with other Dean’s Staff, and USCC Staff, to provide the best academic counseling and support possible at all times for cadets. Coordinates the Academy Academic daily schedule for 4500+ cadets.
The Associate Dean of Information Technology is the principal staff assistant and advisor to the USMA Dean GO Staff, 13 06-led departments, 35 research and academic centers, and the Army Cyber Institute (ACI), supporting more than 900 military and civilian personnel. As the principal staff officer for matters concerning the Dean's Information Technology Program and westpoint.edu enclave operations, leads and coordinates the efforts of other IT Specialists and contractors in collecting and validating requirements in a complex and broad demanding environment addressing integration, adoption, retirement, and other problems for a wide range of systems, applications, and customers.
The Assistant Dean for Information Technology is the principal staff assistant to the Associate Dean for IT (ADIT).
The Associate Dean and Director of Libraries and Archives is responsible for leading and coordinating library and archival operations along with providing strategic vision for academic information support across the curriculum and other Academy operations.
The Chief of the Dean's Data Cell provides the Dean with access to data-driven analysis of internal operations and to establish common governance standards for data requests within the directorate. The Data Cell works directly with other data-related agencies and stakeholders across the institution to manage the numerous, disparate data sources within the Dean Directorate and beyond.
The Director of Dean's Action Group focuses on intermediate-term projects of strategic interest to the Dean and Vice Deans. The Dean's Action Group is also responsible for coordinating directorate-level policy development, developing electronic record-keeping processes, and improving overall knowledge management.
The Vice Dean for Plans and Resources is responsible for the Plans and Resources Division and the functions it carries out.
The Chief of the Facilities Management Branch is responsible for the overall usage of Academic Facilities. Works for the Vice Dean of Resources to identify changes in requirements, priorities, and assignments and how these will affect facility use. Coordinates new construction, maintenance, and renovations for these facilities.
The Assistant Dean for Personnel is responsible for human resources support to the Dean's Directorate for both civilian and military personnel. For civilian personnel, this includes: advice and assistance with recruiting actions; requests for personnel action; civilian workforce development; academic promotions; position descriptions and classification; workforce analysis; appraisals; rating schemes; and awards. For military personnel, this includes: staff and faculty recruiting (Blue Book process); advanced civil schooling program; individual mobilization augmented program; active duty operational support; military training staffing; ILE change of venue and deferments; awards; rating schemes; total army sponsorship assistance; strength reporting; tour adjustments; retirements and separations; unit funds; and comprehensive HR support to Functional Area 47 Academy Professors and Professors USMA.
The Assistant Dean for Civilian Faculty is responsible for the civilian faculty program - Admin/Data for (USMA Wide) T10s, Visiting Profs (USMA Wide), GSA/PSAs (USMA Wide), and Emeritus (USMA Wide). Admin actions for T10s vary widely from recruitment to sabbaticals, to pay, to appointment letters, to exit interviews, and so on. Broadly, most of 150-2 and parts of 150-3/5. As well as for civ faculty: historical data, forecasting, and data visualization for leadership.
The Assistant Dean of Programs and Resources is responsible for budgeting and resource needs for organizations and personnel in the Dean's Directorate.
The Dean's Executive Assistant manages the Dean's schedule, receives and welcomes all internal and external visitors, and conducts front office operations.
The Dean's Executive Officer is responsible for assisting the Dean in all official duties, including scheduling, speechwriting, and preparing and managing official correspondence and paperwork.
The Director of West Point Press is responsible for leading the publishing arm of the U.S. Military Academy.

Brig. Gen. R.J. Garcia graduated from the U. S. Military Academy at West Point in 1996. Upon graduation, he was commissioned into the Aviation Branch and served in various locations and duty positions in the U.S. and overseas. Garcia most recently served as the Deputy Commander (Support) with the 25th Infantry Division in Hawaii.

The Command Sergeant Major is the senior non-commissioned officer in USCC. Among his many responsibilities, he is responsible for the professional development of the TAC NCOs assigned to USMA.
The Deputy Commandants within the United States Corps of Cadets are responsible for the oversight and integration of United States Corps of Cadets staff efforts. They advise the Commandant on matters related to their respective purviews and provide insight on behalf of the United States Corps of Cadets in coordinated efforts with adjacent organizations.
The United States Corps of Cadets coordinating staff is responsible for planning coordinating, and synchronizing efforts for the Corps of Cadets.

The United States Corps of Cadets special staff within the United States Corps of Cadets includes subject matter experts in focused areas. Special staff are responsible for advising the command in their respective areas of expertise, directly contributing to the holistic health and fitness of the cadets, staff, and faculty.

The Brigade Tactical Department is composed of Tactical Officers (TACs) and Tactical Non-Commissioned Officers (TAC NCOs) within the cadet brigade.
Tactical Officers and NCOs are the primary leader developers and integrators of the Academy's developmental programs. They oversee each cadet's individual development in the academic, military, physical, and moral-ethical dimensions within the framework of the Cadet Company.
The TAC Teams train, lead, coach, and mentor cadets, with a continual focus on leader development.
The Department of Physical Education is led by a blend of military and civilian faculty with the mission to build leaders of character who are physically and mentally tough. DPE teaches six core courses and additionally offers a variety of lifetime physical activity courses. DPE also offers the Kinesiology major to a limited number of cadets.
The William E. Simon Center for the Professional Military Ethic (SCPME) serves as the proponent for the Character Program, which helps Cadets understand what it means to be a commissioned leader of character who achieves the West Point Leader Development System's outcomes of living honorably and leading honorably.
The Directorate of Cadet Activities (DCA) provides comprehensive and diverse extracurricular, social, cultural, and recreational programs and services that enhance the leadership development of the Corps of Cadets. The Directorate is the primary adviser to the Commandant on all matters pertaining to the extracurricular and social activities of the Corps of Cadets by providing a balanced program of extracurricular activities. DCA offers athletic, recreational, academic, religious, and diversity leadership opportunities through a robust Extracurricular Club Program.
The Modern War Institute (MWI) at West Point is a national resource at the United States Military Academy that studies recent and ongoing conflicts to prepare present and future leaders to win in a complex world. Leveraging the intellectual capital unique to West Point, MWI faculty use a research, education, and integrated model to remain academically grounded, operationally connected to the force, and fully engaged with cadets and the military program curriculum. As such, MWI directly enhances the quality of cadet military education and training through scholarship, multi-disciplinary contemporary battlefield assessments, symposia, curriculum updates and relevancy, academy outreach, and strategic communication.
The Department of Military Instruction (DMI) plays a pivotal role in shaping the future leaders of the U.S. Army. Committed to instilling discipline, leadership, and a strong sense of duty, the DMI oversees the Cadet Summer Training, all Accessions functions for branching and posting, the Sandhurst International Competition, the West Point Simulation Center, and houses the academic major of Defense and Strategic Studies (DSS). The department's experienced cadre of military officers, non-commissioned officers, and partners from allied nations serve as instructors, planners, and mentors, imparting invaluable knowledge and fostering a culture of honor, courage, and commitment inside and outside the classroom. Through a blend of classroom instruction, field exercises, and real-world simulations, the DMI ensures that USMA graduates are academically proficient and well-prepared to lead in the complex and dynamic environments they will encounter in their military careers.
